Hajj 2025: Pakistan Gears Up to Send Over 100,000 Pilgrims to the Holy Land

As the sacred season of Haj approaches, Pakistan is deep into preparations to ensure a smooth and meaningful experience for its pilgrims. With flights set to take off on April 29, the Ministry of Religious Affairs is going all out to facilitate pilgrims — both under the government scheme and through private operators.

Govt Scheme: 90,000 Pilgrims Confirmed

Federal Minister for Religious Affairs Sardar Muhammad Yousuf recently confirmed that 90,000 Pakistanis will perform Haj under the official government scheme this year. Speaking at a press conference in Lahore, he shared that training and vaccination sessions are already underway and officials will be stationed at airports to help pilgrims during departures.

These arrangements come under the 179,210 total pilgrim quota agreed upon between Pakistan and Saudi Arabia — one of the largest quotas granted to any country.


Private Haj: More Slots Opened After High-Level Talks

Initially, there was concern when the ministry announced that only 23,620 pilgrims would be allowed to go privately — leaving tens of thousands in limbo. But the government stepped in.

Minister Yousuf met with Saudi officials, and after intervention from Foreign Minister Ishaq Dar, Pakistan managed to secure an additional 10,000 private pilgrim slots.

“We’re doing everything we can to ensure no one is left behind,” said Yousuf, noting that similar challenges are being faced in countries like India.


New Features in Haj Policy 2025

This year’s Haj policy introduces some important updates aimed at improving the experience for pilgrims:

  • ✅ A new Nazim (administrator) will be assigned to every 100 pilgrims to provide on-ground support.
  • 1,000 seats are reserved for hardship cases.
  • 300 seats are allocated to low-income workers registered with EOBI or the Workers Welfare Fund.
  • 🚫 Women cannot perform Haj without the permission of their husbands or guardians.
  • 🚫 Children under the age of 12 are not allowed to participate.
  • 💉 Vaccination with Saudi-approved vaccines is mandatory.

For pilgrims going through the government scheme, the cost depends on the duration of the stay:

  • Short Stay (20–25 days): Rs1,150,000
  • Long Stay (38–42 days): Rs1,050,000
  • Additional Costs:
    • Animal Sacrifice: Rs55,000
    • Makkah Accommodation (Optional Upgrades):
      • Double-bed: +Rs75,000
      • Triple-bed: +Rs220,000

Umrah Visa Restrictions Announced

In preparation for the Haj season, Saudi authorities have temporarily restricted Umrah, business, and family visas. Umrah visa holders have been asked to leave the Kingdom by April 29, with restrictions expected to remain in place until mid-June.

These visa suspensions are a routine measure to help Saudi officials manage the logistics and security of the Haj pilgrimage effectively.
