Audit Flags Unauthorised Election Allowance Paid to ECP Employees

ISLAMABAD – The Election Commission of Pakistan (ECP) has come under scrutiny after audit officials raised objections to a 20% election allowance paid to its staff, allegedly without proper authorisation.The matter emerged during a review of the 2013–14 audit reports by a subcommittee of the Public Accounts Committee (PAC), chaired by Shahida Akhtar Ali.Audit representatives stated that the allowance—calculated on the employees’ basic pay and implemented from March 1, 2013—was neither sanctioned by the Prime Minister nor approved by the Finance Division’s Regulation Wing. They further noted that the matter is currently being examined by the Supreme Court.In response, ECP officials cited a Peshawar High Court ruling in their favour, arguing that the allowance is justified and continues to be disbursed to staff. They also pointed out that the Supreme Court has not issued any stay order on the matter.The ECP contended that employees are receiving the payment based on a high court decision and a summary approved by the prime minister. The Commission insists the 20% allowance is a legitimate component of staff salaries.The audit officials, however, advised that the case be referred to the Review and Implementation Committee, which should act according to the Supreme Court’s final decision.ECP Secretary Omar Hamid asserted that there was no financial irregularity, reiterating the Commission’s stance that the payments are lawful.
