Education Department Proposes Raising Passing Marks to 40%

Goal: Reduce Rote Learning, Strengthen Academic Standards

RAWALPINDI — The Education Department has proposed raising the passing threshold for matriculation (grades 9–10) and intermediate (grades 11–12) exams from the current 33% to 40%, with plans to implement the change starting from the 2026 annual examinations.

The main aim of this policy shift is to curb rote memorization among students and to strengthen the overall educational system.

Before the change is finalized, it will undergo a final review by the committee of chairpersons from all nine educational boards across the province.

For the time being, the passing marks will remain at 33% for the current academic year. At present, students must achieve at least 33% in each subject, including the practical portions of science subjects. Under the proposed change, this minimum will rise to 40% per subject starting in 2026. Additionally, the term “Fail” will be replaced with “Unsatisfactory.”

The policy also includes the introduction of a new grading system aimed at elevating academic performance and standards.

This new policy will apply to all educational boards in the province, including Lahore, Faisalabad, Multan, Gujranwala, Sahiwal, Rawalpindi, Bahawalpur, and DG Khan. Teacher associations have expressed support for the proposed increase in passing marks.
